So my bday is coming up (about a month) and I really want to make something awesome for going out in. I know exactly what I want to make, and how to make...except the skirt!!!

This is the kind of skirt I would like to make. http://www.craftster.org/forum/index.php?topic=362807.0
I'm not entirely sure how to make it though. Would I start with a simple a-line and just make it longer than i want and sew some spots up higher than they fall? I'm thinking that's how I'd do it but that seems too simple. lol  Roll Eyes

any advice or links would be fabulous!!!!

It actually IS pretty simple! I've never done it myself (no occasion to use such a technique yet) but it sure does produce lovely results:
