Recycled Office Paper Project Ideas - for group of disabled adults

I work for an agency that supports people with intellectual disabilities. Our local college has entered into a partnership where they provide space and the people we support help to sort the recycling in the cafeteria.  One of the projects they do is to create scratch pads out of all the recycled office paper - and being a college there is a ton of paper.

I am looking for other ideas of meaningful projects that can be made with office paper - not make work crafts.  One of the goals is that the products the people make, will actually be used by people (possibly sell them at some point)

Any ideas above and beyond scratch pads??

Some of them you can't do with office paper, but there are a lot that can use office paper...I like the idea of making envelopes and paper lanterns by painting the paper and designing it however they want!

What kind of paper goods are they getting - if there is any colourful paper, those could be set aside to make paper beads perhaps, which can be used to make jewelry, key chains or the like.  I like the idea of envelopes - I made a template out of a standard envelope, and when I was camp nurse, during my off time, I spent a lot of time making envelopes out of old magazines, for letters home.

Maybe you could also look into paper making too, using various fibres and recycled paper fibres.  Then you could use the recycled papers to make journal covers or cards too, utilizing the scrap paper too.
