Someone, please correct me if I'm wrong!

You put it under the bottom of the leggings, then fold that under again.  It's basically like pinning a hem, only with the wonderweb in the middle.  You turn on your iron to whatever it says on the package and iron.  It should stick together.  It doesn't last forever though!
