Welcome to Silent Hill!!
This was an amazing, time consuming project. It involved a lot of liquid latex, and giving up lol. I had initially made my mask from plaster cloth wrap. But it ended up looking somewhat like a clown >_< So I made a new mask. I put layer upon layer of liquid latex on top of a face mask. Then latex on top of a "bald cap". Painted them both, then latexed them together.
It took several trial and errors to result in my end piece. I have been working on it since early September down to Halloween night. I thought this contest ended tomorrow. I literally sent my husband outside to photograph me in this lol

The first step was to put a plastic mask against a piece of cardboard, and wrap plastic wrap around it. Then I covered it with liquid latex. Then placed tissues on top. Repeat latex, tissue, latex, etc. Until it was thick enough to hold its shape.
I added acrylic paint to the liquid latex to give it a skin tone

After I painted veins I realized the face was still to formed. Unlike the nurses in silent hill, my mask had a very visable nose, cheek bones, eye sockets, etc. So I dropped hand fulls of tissue paper (cottenelle- because it already looks like gauze) into liquid latex, and globbed it all over the mask.
Two seperate pieces, the face mask and the bald cap. I used liquid latex to seal them together. I later cut the neck away. In case you are wondering, it is unbarebly tight against my face, hard to breath, yet somehow hot and sweaty. It was the only part of me that wasnt freezing
