personally, if i were going to do this, i would go balls-out and go with the whip cream cans- fully loaded.  Or silly string!  do whatever you need to do to get those suckers to stay attached; hot glue, wires, etc.  you could use clear quilting thread or fishing line to anchor them up by attaching the line to the bra strap.

if you do the cupcakes though:  my high school theater teacher made a bunch of fake bread and fake fruits and vegetables from that insulating spray foam.  She just sprayed it into the shape she wanted, let it dry, and then painted it, and it looked better than a lot of the fake food you see in stores!  good luck!
