Thanks everyone!  The layers are achieved by using double sided foam mounting tape. I buy a big roll of it and just cut it down to whatever dimensions i need for a project.  The cutout itself is from various types of scrap-booking paper, some is card stock, some is a little flimsier (it kind of all depends on finding the right color/texture/pattern in whatever type of paper I can).  She is made out of blocks of color as opposed to individual pixels.  I thought that would be better to show some dimension.   

Very cool!!  Thanks for sharing your process with us!  I've done some layers with those itty bitty sticky circles that come on rolls.  I never thought of cutting mounting tape down to perfect size.  That is awesome!
