You can make these clowns ahead of time and keep them in the freezer.  When it's time to serve they are all ready and quick to pass out to party guests. I made these for my children when they were small and they will never forget them. We still make them once in a while just for fun!  All it takes is ice cream, a cone, a cookie and some frosting!
