Baby's Tattoo Sweater for 18 mo issue

Maybe I am going nuts but I have finished the back and am now working on the front sections.  It says to cast on 45 and then seed stitch but this doesn't work does it? I believe it needs to be either 44 or 46 stitches cast on for seed stitch to work.

Has anyone else knitted this sweater for 18mo and found the same thing?  I need to get this baby done by the end of the month so help would be appreciated!

The seed stitch works best with an odd number of stitches, i believe. I'm doing a seeded rib scarf that looks beautiful (and has 35 stitches). best of luck!
