Hi. I have rented a lot. What I like to do is hang up colorful panels of fabric. If you have walls of drywall, use thumbtacks. They make very small holes that can be filled up easily. Also, tack up the edge of fabric at the very top only, near the ceiling and the small tack hole can't be seen.
I also lived in a place that had cement block walls. Here I used those little plastic cup hook things with the stcky back on them. I put s hole in the top corners of the fabric and hang it off the hooks stuck near the ceiling.

As you are not allowed to get painted your walls, get vinyl art work done. Vinyl stickers are removable, doesn't left any mark behind.
