I am wondering how you achieve a hemline such as the one in this dress

http://www.asos.com/Antipodium/Antipodium-Boner-Fide-Volume-Dress/Prod/pgeproduct.aspx?iid=829736&cid=6932&sh=0&pge=15&pgesize=20&sort=-1&clr=Black

I have seen this kind of boned, large-scale frills on other skirts, especially vintage ones and want to recreate it.

I'd be grateful of any ideas, advice or thoughts you have,

Thanks in advance,
Molly
