So for my grad party I would love to have it be a whimsical theme! I'm graduating high school! WOoo!

 I'm not quite sure how to exactly pull it off, but I feel that this verse of Andrew Bird's song Tables and Chairs describes my idea perfectly. You kinda have to listen to it in context, so I encourage pulling it up on youtube. here are the lyrics:

 know we're going to meet some day
in the crumbled financial institutions of this land
there will be tables and chairs
there'll be pony rides and dancing bears
there'll even be a band
cause listen, after the fall there will be no more countries
no currencies at all, we're gonna live on our wits
we're gonna throw away survival kits,
trade butterfly-knives for adderal
and that's not all
ooh-ooh, there will be snacks there will
there will be snacks, there will be snacks.

I've already asked my mom if we can get pony rides... she said no.. sad day. But I just want to capture the whimsicalness of this song. =] I want to have tea cups spoons and watering cans as decorations with the colors being light pink, orange, yellow and possibly blue. If you have any ideas for decorations/food/games etc. it would be much appreciated!

You could still have hobby horse pony rides!  Even if you can't sew your own horse heads, just staple some paper cut-outs to look like a head and slide it over a broom stick or other long dowel.  Have a race or obstacle course with them.  For the dancing bear I think you could make a fun pinata to look like a bear, then make sure to have it a moving one, so you can make it dance.  For the snacks, definitely go with kiddie snacks - fruit snacks, goldfish crackers, juice boxes, and other finger foods.  Children's treats are also usually bright, so that's a bonus.  The other games I always encourage are pin-the-tail and 3-legged race.  If you're doing hobby horse races, then probably a 3-legged race would be overkill.  Maybe pin-the-tail could be pinning a no symbol (red circle with slash) on the pile of currency?  Or pin the currency in the trash bin.  Something like that.  And definitely dance for your party, even if the bands playing are pre-recorded.
