Do you have to actively swap with someone if you are organizing a swap? Can you organize one without sending or recieving a package?

Yes, you can organise without participating.  You do need to make sure that you still keep up with the swap thread and your swappers.  In your feedback you would need to put "organised only, did not participate". 

Just a thought - when you do want to join a swap, organisers may look to see how many swaps you actually participated in, not just organised. Smiley
