several pattern companies make a poodle skirt design.
Basically they are just a circle skirt.
Best way to make this if you have enough fabric for one- is to lay your fabric on the floor fold in half matching your edges to make a rectangle.
Then fold this over match edges and make a square.
take a piece of string and a piece of chalk. Tie the string around the chalk take your string and put the end (of the string)  on the folded corner.
Draw your chalk line making a curve following the string from the corner.
This will go from the folded edge where you don't see any sections of the fold over to the side where you will see the folds. Does this help you or just confuse you more?

maybe if you read this it might help.

I tried to draw a pciture for you but i am thick or something and just can't get it into my text.
Basically it's a huge circle with a circle cut out of the middle to form your waist band. Does this make it easier to understand?

If you are making it out of felt, it is usually 60" wide so 2 yards is probably enough.
The string should be from your waist to mid-calf (or slightly longer).

If you do a search for circle skirts here on Craftster, there are some great tutorials.
It is easy to make a poodle skirt.  Probably the hardest part is the waistband.

The best part is doing the applique.  It doesn't have to be a poodle.  I made one for my daughter's choir sock-hop in pink with a black skull & crossbones applique!
