Restricted to people who all live in the same country? NO, and you must be willing to send internationally. These will be letter sized packages with no DC numbers, so mailing will be relatively inexpensive.
Participants must also be willing to re-send any lost packages in order to receive positive feedback at the end of the swap. Age requirement? 13+
Swap Organizer and Co Organizer themselves meets these conditions:

Inchies are tiny little works of art. They are exactly 1" by 1". When grouped together make a wonderful work of art. For this swap, each person will make an alphabet - 26 letters, A to Z. You will then send various letters to different people within your group. Each group will consist of 6 people. The sending system will be as follows:

http://www.craftster.org/forum/index.php?topic=303188.0With send outs of 4/21 you can start right away BUT bear in mind that you may be partnered with someone(s) who require a family/child friendly set. That will be explained more in the questionnaire. All mediums are welcome. Inchies need to be on a sturdy base such as card stock, cardboard, water color paper etc. If you plan to make fabric inchies please make sure they are stiffened with interfacing or some other medium.
When shipping your inchies, please take care to protect them. Have them enclosed in a notecard of some sort or an inside envelope. If they have a lot of texture or 3D material, please be aware that they may require more postage if they cannot go through the sorting machines. Check at the post office if you are concerned.
Pictures are required. Some like to post pics as they receive and others like to post after they received all of them. You may use a camera or a scanner.
