What might look like pleats are just concentric rings of stitching.  The brim is made from three layers of fabric, for stiffness, and the stitching  keeps them together and adds stiffness, as well as a decorative element.  Smiley

Okay, I should have guessed that, but for some reason it looked like small pleats. Some trick of the light or my eyes, I guess.
