My recommendation for used clothes is in Langley Park (just outside of DC inside the Beltway, near Takoma Park, College Park, and Silver Spring).  It used to be called Recycled Clothing but has recently changed its name to "3 Por $10 Tienda."  As the name says, most of the items are 3/$10, with some that are 3/$15 or 3/$20.
The Value Village is just down University from there, too.

It was a long time ago...I worked there during school from 1995-1996 and then again in 1999 for a little while.  The lady who used to work there, Marie, was awesome.

The GBMC Nearly New sale sis coming up again.  It's like a huge yard sale.  I always find good stuff. http://www.gbmc.org/volunteers/nearlynew/salesdates

Plus, I just heard about this Heritage and Musuem Yard sale. 45 plus musuems are cleaning out their "attics." I don't know what I'll find but it's gotta be good!

There's a store in Frederick called Enkore Kids, they sell used kids' clothes...I think the age-range is preemie-10 or 14.  Some of the stuff looks a little yucky in the store, but once you take it home and wash it it looks brand new.  I like to wait for their basket sales to shop there because some of their regular prices are a little steep...but the basket sales rock...so long as you can get the handles together you can stuff a whole basket for $15...and they don't limit how many baskets you can get.
