That's called "Balinese Filigree" in the polymer clay world unless some of the seed-bead-looking-bits are actual seed beads (in which case, those parts would be called "mixed media" "onlays"):

Thanks Diane.   Cheesy  I felt like sort of an idiot making something I couldn't put a name too.  *L*  And those little bits are clay...but seed beads huh??  Hmmmm.....I could do that (runs to the craft room with hairpins flying!)

(....be aware of the difference between plastic and glass seed beads when curing polymer clay, but sometimes the plastic ones are fine too)

Beautiful work! How did you make all of those little circles for the pink and black one? I thought they were seed beads until I read your reply to Diane. Great job!

The little "seed bead" looking things were done by making little tiny balls of clay then poking a hole in the middle with a skewer.
  I have lots of clay tools thanks to my husband...and yet I use toothpicks, straight pins and skewers....so very technical.  *L*
