Okay!

I did the design in Powerpoint - make a design about the size of a regular business card.  Make sure you make the second (flip) side the same size.

I printed the powerpoint slide onto cardstock.  You need a thicker paper than just regular printing paper.
Cut the powerpoint squares out.  Glue them together (just a little glue) with the printed sides out.

You can buy a luggage tag kit at Office Max (I can't remember the maker) for $4.99.  They are found in the 'Laminating' aisle.  It's a package of 5 self-laminating luggage tags with the little plastic tag leases included.

Place the glued squares in the center of the luggage tag.  Carefully press down on the sticky side of the tag and make sure you have no air bubbles.

Simple!

These are fab! You could do this with an ordinary laminator and a hole punch I guess?

Yes, but you'd probably want those nifty luggage tage leashes....or you could use a split ring (keyring) to secure your tag to your bag.
I've seen some cute CIRCLE luggage tags - that's going to be my next venture - pink and green and polka dotted!
