does anyone have any idea how to do this?

I can't tell exactly what it's made of in the picture but I have two ideas on how to recreate it.

1. For soft clouds buy some wool and needle felt it some to make the cloud shape and to help it hold it's shape.  Shouldn't be to hard to make cloud shapes

2. Use something like 'Great Foam' or on of the other foam insulation in a can things.  Squirt the foam out in shapes like the clouds.  Let it dry and then add more or shave some away, whatever you need to get you clouds just the right shape.

Use fishing line to hang either version.

I half sure that it was made of wool, the idea was put something solid in the middle and tie something in it like a fishing line and fill the surroundings with wool and shape them like clouds.

On a smaller scale a friend of mine used packing peanuts strung on fishing line. It looked like it was snowing. The constant motions were pleasant.

idea #1: photoshopped
idea #2: built of batting around some wire framework. hung with some kind of see-through plastic string

but i think it's photoshopped.
whad do you plan to do with that?
