we did a handmade christmas last year with my dads side of the family. the men didnt like the idea much but were threatened with their life if they didnt make something. 

my dh ended up with a little man welded togather out of car parts.  some of the gifts were just store bought with a name written on it, or baked goods. you dont have to be crafty to do handmade.

as for a theme idea... an ugly ornament theme would be good.  everyone looks for the ugliest goofiest weirdest ornament or makes one... and this could be on the cheap side too.  you could also extend it to ugly christmas decor or something.  it sounds fun and id like to try it with my fam.

a cleaning supply theme would be cool. id love it if someone bought me swiffer pads, or one of those cool shower cleaners that cleans the shower by itself, my dh would love to get a huge package of toilet paper lol. you know, all the things youd like to have but dont want to spend the money on lol.  and no one would be left with a useless gift really.

For a friend's wedding shower, I organized a "Basket" or "Container" type theme, where everyone picked a different type of container and filled it up with like items.
Examples:
-A terra cotta pot as the "basket", and filled with gardening supplies.
-An ice bucket and drink making accessories and a drink recipe book
-A mixing bowl filled with cookie cutters and other baking supplies, rolling pin, etc.
-A teapot filled with yummy teas.
-A bucket filled with beach supplies.

You could take the idea and personalize it. Fun idea to do a theme!
