Hi, I have some wool yarn that calls for a 5.5 hook and I would love to make some wrist warmers. The problem is I have incredibly tiny wrists and forearms (about 5 inches around). Should I use a smaller hook and how small is too small?  Huh

I definitely need some help please, and thanks in advance.

Using a smaller hook would work, and would probably be easiest, or you could leave out some of the stitches.  Try them on as you go and do some decreases or leave out some increases or something.  Just be sure to write down what you did on the first one so you can do the same on the second.
