How costly will this swap be? I understand that it can be different depending on what you are sending, but I'm looking for a general estimation.

Well, let's say you use the Large Flat Rate box via USPS for every package. That is $13 shipping per package, which is $39 total shipping.

For package one, you need to include 10 small items. A small item should be $3 or less. Let's go with $3 for each thing. That's $30.

For package two, you need 2 medium items and 3 small items. Medium item should be $10 or less, so we'll say $20 for the two medium items. The 3 small items should be about $9. That's $29.

For package 3, you need 1 large item equal to about $25.

So that's $123 with shipping, assuming you buy all supplies or items for each package. I personally average a lot less because I use my stash for my mediums and large, and sometimes I can get away with a medium flat rate box instead of the large.

I would bet it would be cheaper than that even just because, I very very rarely use flat rate boxes and find that shipping is much cheaper just to mail it in a regular box.  Unless of course, your are mailing something heavy....but really I don't mail too much heavy stuff with the crafts I make.   

But I do have a question..maybe I never understood this right but say with the smalls = $3.  You could spend less on your supplies or whatever but the value of the item made should equal $3, correct?  Or is it actually spend $3 on supplies?

The requirement thing is a little gray. Basically you should spend $3 if you're going to store buy something. Like with the smalls, you can pick "Something from your favorite store" you should spend about $3 on the item. But if you're going to craft something, the item should be $3 in value meaning if you were say going to sell that item on etsy, you would price it at $3. I hope that makes sense!
