The white dress, right?  It actually looks really simple.  I'd start with a simple tank dress that's got a set in waist band (like this one:  http://www.simplicity.com/p-2129-misses-dress-separates.aspx just change the neckline--or find another, that was just the first one I found) and make it two layers.  A lining and a chiffon.  I'd expand the front skirt panel of the chiffon, and either gather it or pleat it with tiny pleats.  The chiffon bits that look like seaweed are most likely sewn into the shoulder seams, and maybe the back of the armholes, and probably the bottom of the waist, too.  Most of why it looks difficult is because it's underwater.

Oh!  Heh...I think the red one is actually a tunic over pants, which is why I thought it was the white one.  The red one actually looks like three pieces.  A strapless tunic, the two detached sleeve things, and the leather straps that go over it all and hold it down.  I'd check out the fairy and medieval/renaissance costume patterns for something you could work with.  The key there is to add a bunch of scrappy pieces to your seams (again).

i'd try making an over the bust corset, and covering it with feathers or red organza. and then just find leather pants or leggings, and make arm bands and sew a lyer of long flowy fabric to it.

zomg, I made it for my 15th birthday last year (November 11th btw, just a few weeks after this topic was made). I already had a pair of black jeans with belt thingies on the sides. I got it sewn by a local tailor so all I had to do was put the design on paper in a way that made the outfit easy to understand.
