So, I promised my boyfriend I would make him a Billy Idol costume in time for a production of Rocky Horror (Nov. 14th). The problem is he doesn't want any old Billy Idol costume; he wants to be Billy Idol from the video for "Dancing With Myself." While I'm glad this isn't for Halloween, I still have no idea where to start. In the video he wears a vest-like thing made out of what looks like rubber tubing. I am trying to decide what to do for tubing that would be kind of cheap and not too time-consuming. Here are some screenshots of the video.

I'd start at the hardware store and see what types of tubing they have. 

I know that there is a foam tubing that is made to cover plumbing pipes.  It is black or dark gray and split on one side.  It is similar to swimming pool noodles, but thinner.  If this is in your budget, you can take a couple of wire hangers, straighten them out and put them in the tubing, then you can shape it around your boyfriend into a vest.

Another thing that came to mind is the tubing that is used for ventilators in hospitals and what not but it would be harder to find and pricey. I've come across it at thrift stores and tag sales for a good deal.  You could paint it.

It looks like there is a vest that was used in the creation of the original.  Maybe slap some of the thinner "energy-saving" foam pipes on a black vest, and then cut out the exposed areas?  That would probably be more comfortable than wearing just the tubes.
