Well the simple answer is I bought them that way.  Found a package of 6 for 5 bucks at Big Lots.  There called Blow on/off LED T lights.  They look kinda like these at http://www.1compras.com/product_info.php?language=en&currency=USD&products_id=2863.   I also saw them at Walgreens a few days ago. 

Basically the silver straw is over the on/off switch.   So you can still blow it on/off.  Crude diagram is below.
