It's a halter that has a hood attached to it, and it's also reconstructed from a t-shirt... I'm 90 percent sure that it's on Craftster  Undecided

AH-HA! I found exactly what your talking about in a book called "Generation T" I found a it at my library and loved it. I've been doing a lot of projects out of it and it's a great book. Cheesy
