Has anyone heard of this? It comes on a roll and is about 6- 6.5 feet tall..

It looks like little tiny peices of Bamboo put together..

We are revamping our gross outdoor patio and what to use this to make a nice background, And block some of our neighboors out..

Does ANYONE know where I can find this?

Try stores like Menards, Home Depot, Lowes.  But I think your more apt to find it in the window coverings dept, than the fencing dept.

Don't know if you are still looking for this type of fencing but I have found it in the skymall magazine (you know the ones you get on American Airlines?). They also have a handy dandy website...you guessed it! Skymall.com
