So I started making this dress based off of those fab dresses made for the MAC Hello Kitty line, but just more wearable. And it's turning out cute-ish, except that it's pretty much a sack. I have no idea what to do about the waist now that it's all sewn up. Ruching? Elastic? How do I go about that? Any tips would be great, thanks!

Very cute dress!!
I would sew on some strips of fabric to the sides to make a belt type thing to tie in the back. That way it's as fitting as you want without having to deal with adding a zipper.

I would do the same thing, or just make a belt and add a bow onto the back (that would be really cute !)

This is way cute! A belt would add to the cuteness, I think. Plus it's easier to take out is you don't like it than ruching or elastic. Can't wait to see it finished, I really like this so far.

what about ties? that's the easiest thing I can think of.

The best way to do it though would be to tailor it more to your body though. Either with darts or if it has side seams  turning it wrong side out, putting it on and pining it tighter on both sides.
If you do that do it in small amounts till you get it right. And don't cut off the pinned bits till you've made sure it's right.
You can always take it out but you can't put it back if you cut it! lol

 or yeah you could sew elastic into it but I think that would be a bit of a pain since there isn't a casing there all ready.
