I made this about a month ago, and as far as wearability meeting fun, this is my second favourite apparel item in my possession (right behind the Harry Coat: http://www.craftster.org/forum/index.php?topic=182402.msg1898144#msg1898144)


It's three panels, each of which would fit around me on their own. So uber-twirly!


The waistband is just elastic so it's extremely comfortable to wear.


The petticoat is made out of net curtains I got at the thrift store for a dollar with a tulle ruffle.


I made the pink strips and bows out of a satiny fabric (sample curtain panel that my mom got on sale at Walmart for $.25) by sewing them into tubes and turning/pressing them. This is the closest to its actual color.
