I see a long strip of cardstock, accordion folded.  As it unfurls, each valley fold reveals a tiny pop up house.   

Ooo, I can think of a way to make it a CIRCLE of little pop up houses.  (A folded rectangle with a pop up house, then a triangle with no house, then another rectangle, then another triangle, etc.). 

A Halloween village?  A gingerbread village? 

They could be either the diagonal type of pop up house that I like:
