Well i decided to make a tutu but then it was too long so i folded it up and it looked like a bubble thing, So anyway here it is...!



Sorry for the messy room...!




&& Heres how I made it...



So first you tack/loose stitch along the top of the tulle (or chosen material) and tie a knot at one end.

Pull the thread and this should start to gather the material. Tie a knot to hold it in place.



then you should be left with the beginnings of a long tutu...



Next, you fold the bottom upwards and sew onto the elastic
Elastic should be cut 1-2 inches smaller than your hip measurement.



Sew the open seam and you're done!
(Because I didn't want the seam showing, I hand sewed it, otherwise it can be done by machine.)
