Found this at goodwill for $3. Kinda a cheap lamp but I really like the style of it. Thinking about painting it to brighten it up. Any ideas on what kind of paint would be best?

That is an amazing lamp!
You may have to sand it a bit, or use a primer intended for metal before painting it, otherwise it will peel.

Beautiful Lamp! You are one lucky treasure hunter. Here is what I would do:

    First: check to make sure that all the wire-ing is in good shape. If not, replacing it is the first thing to do

    Second: re-furbish the base and neck - I would use "RUB AND BUFF" - its a miracle product. 
    Not much surface prep needed (if any at all).  It comes in a variety of colors, but it can be hard to find, so I'd get it
    online.

    Lastly, I would work on making cool lampshades. Your best bet would be to create a frame out of a medium gage wire
    and paper mache/decopage several layers of tissue paper over the frames. Reds, oranges and pinks would look great &
    I'll bet you could even make lily flowered shaped shades rather easily. One BIG NOTE of CAUTION...... test out the
    shades while you are at home & leave them on for a while to make sure they don't catch fire. I would use low -watt bulbs.
