This one I'm assuming you would just make a simple tank top like dress then pull a piece up in the front and sew in place?

Second one is just a maxi dress.  There are several patterns out there that you could easily adapt for this dress.

the first dress looks like a basic tank dress with the straps twisted before they were sewn on, and then part of the hem is tacked up onto the body of the dress. you could probably find a similar dress already made, and just tack the bottom up.

the second dress looks like it's two triangle pieces for the boobs, then a big trapezoid for the skirt. you could use something like this: http://www.mccallpattern.com/item/M5094.htm for the top, then make two trapezoids and sew them to the bottom of the bodice. the top measurement of EACH trapezoid would be the width of the bottom of the bodice + seam allowance, and the bottom can be however wide you'd like. you could probably just make it as wide as the fabric you buy. sew up the sides of the trapezoid, then sew the top of the trapezoid to the bottom of the bodice. then add straps and a zipper, if your fabric isn't very stretchy.
