i've tried out two different methods for overseas shipping with paypal's shopping cart, and both have been less than awesome:

originally, i had a button that said "click to add $2 to cover international postage", which sort of worked, but sometimes people were so grossly over or under charged for shipping to their destination!  and of course, not everyone clicked.

it looked like this:

and said:  "international shipping :: $2 :: for destinations outside the u.s.a. and canada. if overseas shoppers don't select this, i reserve the right to ship via donkey on an inflatable raft"

now, i have in my FAQ under shipping rates that the website only accepts orders to the u.s. + canada, but international orders should contact me for a custom shipping quote (which i give based on weight and destination, so it is precise!) but people are just sneaking by and ordering with the u.s. + canada shipping rates, and when i invoice them for the difference, sometimes they don't even reply or follow up!

it's extremely frustrating, not to mention an incredible waste of time!

has anyone found a solution??
also, is there anything i should know about permits to ship internationally, customs or tax stuff or anything?

Hi,

When you create your buttons on PayPal for selling single items, there is a box for selecting the customer's country. But, it only allows it to be set to one country. However, it requires customers to only be able to ship to an address in that country.

I think really the reason people in other countries are paying the US rate is because they simply don't know they need to pay more. Not everyone reads an FAQ. Under your "buy now" button, put a link that says "click here for international orders" This would then take them to a page explaining your process for international orders.

I'm experiencing the same problem myself.  Right now people in other countries just get a really good deal on shipping.  I'm looking into upgrading to the Mal's-e cart, because they have shipping by zones. 

But, I agree that a lot of people don't read the faq, and that it took me a while to find it on your site.  If you do want to stick with Paypal, I would suggest making it more obvious for the international people to add on the extra shipping charges, especially the non-observant types like me.  But, I think people will always find a way to not notice these things, no matter how obvious you make it.  Unfortunately, the best solution is to probably upgrade to a different cart system.

i just changed carts from paypal to mals-e. customers can still pay through paypal, but mals-e means you can add shiping zones. if you need any help, pm me!
