I'm planning to use seam binding (bias) tape for the first time (the kind with a double fold) and have a question about it. The tape I am using is cotton, and I will be using it to hem a circle skirt which will be machine washed and dried. So... will the tape shrink noticeably or will it be ok since it is cut on the bias. The skirt fabric is some sort of unknown synthetic- thrifted fabric.

The best way to ensure that it won't shrink at a different rate than your synthetic is to wash both before you sew.  The synthetic and cotton tape will shrink at different rates, and it is the different that will produce puckering.  At the least, wash the tape either in the machine and dryer, or by hand.  You can put the bias tape in a lingerie bag, and you will most likely have to iron the creases back in, but it should work.  But one question, are you going to have the tape show on the outside?  If not, you might consider the single fold as it won't ravel and it would be less bulk.
