I've seen some neat pebble coasters/soapdishes that were a bunch of tiny rocks glued together to make the item.
I was planning on making something this way, but am not sure what kind of adhesive to use that will dry clear and be waterproof.
Any suggestions???

(And I do NOT want to encase them into resin)

You can get clear silicon caulk that sticks rocks together. It's the kind used when people make aquariums and the like.
