If a google search isn't helping much, try searching cosplay.com
I've gotten a lot of ideas off of there and sailor moon is a popular enough show that you may find a variety of pattern/fabric suggestions.

I also suggest a leotard for the top portion. It seems like a popular choice for these costumes, saves you the time of starting from scratch, and looks nice in the end.
The bows shouldn't be too hard. Bows are really just long rectangles pinched in the middle.
I've seen similar boots in stores lately, though maybe not as pointy. You may want to try a few stores to see if they have anything similar.

Okay, well after digging through my closet I found shoes that just might work if I paint them.
How to go about painting them I'm not sure but I'll figure out something.
They're not exact but they'll serve the purpose.
I'll post a picture as soon as I can so I can get opinions on wether it's worth it or not.
