With Photoshop it's pretty easy:

1. open the file in Photoshop
2. click File > Save For Web
3. make sure it's set to JPEG
4. to change the dimensions of the picture, click on the tab that says Image Size, enter new dimensions, and click Apply
5. then to make it an even leaner file, click on Quality and bring that number down until your can't go any further without the image looking too fuzzy
6. then click Save
