I'm thrilled with how productive i'v been latly to start and finish these projects! it deff. helps tht their so small and quick to finish.
I got some Elastic thread the other day to try some rouching b/c i love to look of it.
The neckline on this didn't quite gather as much as i'd hoped, so I may need to add shoulder straps or something, but that'll have to wait till I can try it on the little Miss.
It measures about 13 inches from the top of the shoulder to the bottom hem.

Lovely fabric!

Have you tried blasting the shirring with the steam from your iron?  That makes it contract quite a bit and will draw it in.
