I really like view C... i was going to buy the pattern but it looks pretty simple enough to figure out...

it says in the description : gathered shoulders, elasticized, empire waistline.....

so my question is how exactly did they make the gather shoulders?

and how exactly did they do the elastic in the middle?  Huh any help?

I would gather it by zig zagging a length of elastic to the wrong side, then reinforcing it with twill tape (so it isn't stretchy any more.  If you don't have zig zag (which I don't, I sew on an antique Singer and a serger only), I'd do two rows of 8/in stitches about 1/4" apart and gather them, then reinforce with twill tape before doing the neck and armhole bindings.
