my SO found this in the trash at work . we have no idea what it is. but looks like is something cool. this photo isn't to good its about 20 in. tall with a rope at the top. got any ideas?

I have seen things like that in the UK with bottles of oils in as gift sets (you know like fancy bottles of olive oil)
