i do a lot with ferret shelters, the simplest things are fleece blankets. you can get fleece rems and square them off and fring the edges, my cats love these and if they make a mess i just toss it instead of washing them, i do the same with the ferrets just in a smaller size.

i also make fish shaped toys, bone toys, and square toys.

the ferrets i also make bedding for their cages, but i'm sure you can make beds for the dogs and cats. depends on the size really.

Depending on the size of the cages, you could make beds

or Cage Comforters (blankets)

The sizes are guidelines, perhaps the shelter people could tell you what size(s) they need.
Any soft, washable fabric (except wool, which some cats chew) can be used.

Sometimes you can get fabric, quilt batting etc. by asking on your local Freecycle group.  http://www.freecycle.org/
Freecycle is where people try to keep unwanted items out of landfills by gifting them to others.

Walmart and fabric stores often have good fabric in their clearance centers.  Joann fabric often has 50% off coupons.

I hope you will post photos of your finished items. Smiley

Use some yarn to create i-cord. Cats just love playing with the cording. Heh, would dogs go for something like that?
Bedding is wonderful but shelter animals definitely deserve some toys too.   Grin

I'm not sure how your shelter does cleaning but one of the ones here has wodden platforms for the dogs to get up on while they spray out the cages so they don't get wet.  All the platforms were donated by people with extra wood and a little time to kill.

Unrelatedly, your quote just made me laugh so hard - that's my favourite joke by far!
