There are free instructions posted by Margot Potter, "The Impatient Crafter" at her website below, but I have never worked with beads before and was wondering:

1) How difficult it would be (could a novice do it or is experience needed)? 

2) What is a "bead board"?

3) If anyone could guestimate the price range the project would run

that would be easy to make, someone new should be able to do it. just make sure you have enough wire/thread/whatever you want to use and the spacing should be somewhat precise.

a bead board is just a plastic board that has numbers on it so that you can precisely measure everything out.

and the cost depends on the beads that you choose to use.

You can get a bead board pretty cheaply. They sell them pretty much everywhere they sell beads. I hope this works out well for you. Post a picture when you're done?

You shouldn't have a problem making it. I like the original that Beyonce was wearing and I think you could easily make it more like that by changing some of the sizes of the crystals for not too much more cost. If you use swarovski crystals, this could be a pricey project, but perhaps you can find some really pretty czech crystals? They're still really pretty but not so pricey because they're not as precisely cut.
