yes the yellow dandelion flowers turn into white fluffs when they start to die...

I've can't remember hearing them called clocks before. When I was a kid we enjoyed blowing on them. Bet my folks and the neighbors would have preferred we didn't... I hated the nasty white sap from the stems.
I've seen fountains in that shape. Very beautiful when they are running.

That flower looks like a Gloriosa Daisy to me. Or it could be a yellow coneflower. They are similar in looks.
