The pattern for the skirt is actually very simple - it's just a basic pencil skirt with a flared, mermaid-y section sewn the the bottom edge of the pencil skirt.

For the skirt I used a one-way stretch cotton-blend suiting, and for the jacket I used a stretchy cotton/ramie/spandex blend that kind of looked like shiny corduroy.

OMG, this is the bomb!  Shocked  I would so wear that to town!  I agree with all the previous comments, including the reference to Nicole Kidman!

Yep, it's actually sandwiched between the lining and outer shell - I was supposed to gather it, but I was using an antique lace collar which barely made it around each cuff as it was.

And I do intend to wear the jacket out and about -  I put to much effort into it to retire it already.
