I measured an outfit of my daughters (size 6-9 months), and the underarm to sleeve edge measurement was 6" and the shoulder to sleeve edge was 8".  (Not a sweater, but hope that helps!)

That's what moms are for right?   Cheesy   But those measurements are for a 6-9 month size, not a 3-6 months, you might want to do it even a little shorter than the measurements I posted.  It's amazing how fast the little monkeys grow!
