Are they just velour or fleece pants that have no elastic in the waist?  I mean I know what they physically look like and stuff, but I don't know how to explain them from regular old pants

The important aspect of yoga pants are their functionality.  Before all else, they need to be stretchy, comfortable, and allow for a wide range of movement.  They shouldn't impair your mobility even an inch.  After that, they can be made out of any moderately stretchy fabric, to any length, any rise, and any width leg, as long as they don't impede movement.

Personally, I think the term has become somewhat of a marketing gimmick that allows retailers to charge more for basic workout pants, but one thing you should be assured of when you pick up anything labeled "yoga pants" is that they'll be comfy, and you should be able to do a split in them without embarrassing yourself (if you can do a split, to begin with).
