when making a dress, should I put the ruffles on BEFORE seaming the sides or after??

I always do after, as you can make one super duper long ruffle, or several long ruffles and just go up and up and up as needed on the dress.

plus I dislike the way ruffles look tucked into a hem. I think it kind of defeats the purpose.

lots of ruffles huh?  I wanna see!
