Card Weaving on an Inkle loom?  What an awesome idea!!  I would imagine that it was much easier to keep the tension consistent!!

Of course they can be handmade! That's how they were made in the old days.
These, for example, are called "guarda pampa" and are a traditional gaucho embellishment which were handmade by the "chinas" (peasant women): http://flickr.com/photos/silkegb/97124405/
The gauchos were the local cowboys in Argentina and south of Brazil. Oh, and just something interesting, the motif is quite obviously inspired by the sacred Incaic cross, the Chakana.
