I'm not sure about a free one, but if it's underwear you are looking for Kwik Sew has a great pattern to buy.

Found a great resource yesterday - http://www.patternschool.com/boyleg.shtml - this is for boylegs, if we're speaking the same language. This site also has instructions on drafting a heap of different swimwear & underwear.

That resource is really amazing!  If you're not very large, you can print out blocks to alter/cut from.  And they're free!  Wonderful!
